Based upon our years of experience in both the public and private sector, PCI advocates a “Collaborative View of Public Procurement”.  Suppliers and their government customers need to collaborate together effectively. Combative and positional relationships comprise their respective effectiveness, and lead to inflated costs. The best examples of successful procurement all occur when the buyer and seller work as a team, and are on the same page when it comes to meeting shared goals. Procurement needs to be approached as a partnering process, in which a customer and supplier work together towards a shared goal.

The competitive aspect of public procurement should focus on supplier selection. Governments get the best price and the best value by attracting several competitive bids for supply contracts. This will occur when the terms offered to suppliers are fair and balanced, and are based upon a proper understanding of the realities of both the supplier’s needs and concerns and those of the customer.
