partnering process, in which a customer and supplier work together towards a
shared goal.
The competitive aspect of public
procurement should focus on supplier selection. Governments get the best price
and the best value by attracting several competitive bids for supply contracts.
This will occur when the terms offered to suppliers are fair and balanced, and
are based upon a proper understanding of the realities of both the supplier’s
needs and concerns and those of the customer.
